Discussion on the Regulation and Control of Renewal Capacity of Old Residential Areas in Small-medium Cities under the Overall Planning of Demolition and Resettlement

摘要: 中小城市旧区更新进展缓慢、容量难以调控不是新话题,其难点的关键在于日益高涨的拆迁安置成本。现行的模式是将拆迁安置费用计入土地成本,为平衡利益,提高项目容积率是通常做法,这是导致控规容积率屡被突破的根源。文章基于总体协调的新思路,提出拆迁安置成本分摊机制,即将项目拆迁安置成本由按项目拆除面积定向承担的方式转变为城市所有新建面积统筹分摊的方式,从而构建旧住区容量实施调控新机制。这种模式转变对于县级及以下城镇尤为适用,也更易统筹管控。Abstract: Generally, the renewal of old residential areas in small and medium cities is progressing slowly and it is difficult to control the capacity. The key difficulty lies in the increasing cost of demolition and resettlement. The current mode is to include the demolition and resettlement expenses into the land cost. In order to balance the interests, it is common to improve the plot ratio of the project, which is the root cause of repeatedly breaking through the plot ratio of the control rules. Based on the new idea of overall coordination, this paper puts forward the allocation mechanism of resettlement cost of demolition and relocation, and changes the calculation of resettlement cost from the project demolished area to the overall allocation of built-up area, so as to construct a new mechanism of regulating and controlling the capacity of old residential areas. This mode shift is particularly applicable to towns at and below the county level, and is easier to manage as a whole.
