Spatial Distribution and Influencing Factors of Farmland Abandonment from the Perspective of Urban-rural Relationship: A Case Study of Xintai City

识别耕地撂荒的空间分布特征与影响因素是提高耕地利用效率、制定耕地保护策略、保障国家粮食安全的重要前提。本文基于第三次全国国土调查、村居问卷调查等多源数据,在村镇尺度上分析了山东省新泰市耕地撂荒的空间分布与影响因素。研究发现,城区耕地撂荒的程度远远大于镇区和村庄,且到城区的距离越近,耕地被撂荒的程度越高;回归模型证明市场和道路的可达性越高,耕地撂荒率越高,但这一结论仅针对高等级的市场和道路有效。该结论表明村庄的耕地生产功能受城市化的影响显著,城市的非农就业市场及周边耕地的机会成本是导致耕地撂荒的主要原因。基于研究结果,本文建议落实耕地保护措施,大力推动都市农业发展,鼓励耕地流转,以提高耕地的利用率。
Abstract:Understanding the spatial distribution and determinants of farmland abandonment is an important prerequisite for improving farmland utilization efficiency and ensuring national food security. Based on the third national land survey, village-level questionnaire and other multiple data, this paper uses Xintai City as a case to analyze the spatial distribution and influencing factors of farmland abandonment from the perspective of urban-rural relationship. This study finds that the rate of abandoned farmland in urban areas is much greater than that of towns and villages, and the closer the distance from the urban area, the higher the degree of farmland being discarded; the regression model proves that the higher the accessibility of markets and roads, the greater probability of farmland being abandoned, but this conclusion is only valid for high-level markets and roads. This finding shows that the production function of farmland is significantly affected by urbanization. The non-agricultural job market in urban areas and the opportunity cost of surrounding farmland are the main reasons for the abandonment. Based on the results, to increase the utilization rate of farmland, this article proposes to promote the development of urban agriculture, rationally formulate and announce the urban development boundaries, encourage the circulation of farmland.
