乡村治理视角下村镇社区更新模式与规划策略——以北京市为例

Village Community Renewal Model and Planning Strategy from the Perspective of Rural Governance: Taking Beijing as an Example

  • 摘要: 村镇社区更新需要村民、村集体和基层政府的密切配合,已经深度嵌入乡村治理体系。本文基于乡村治理视角,从“紧迫程度—更新能力—法理基础”三个维度,构建分析关键主体利益诉求表达路径的研究框架。以北京市三类典型村镇社区为例,解析不同模式下村镇社区更新的决策过程。首先,紧迫程度是村镇社区更新的源动力,影响各主体利益诉求的表达路径,推动社区更新方案的协商。其次,各主体围绕利益焦点,进行更新能力的比较,分配主导权并明确更新方案。最后,经过法理基础维度的风险研判,确定更新方案并启动实施。在构建“上下结合”型乡村治理体系的背景下,村镇规划应当基于紧迫程度识别村镇社区更新的源动力,基于更新能力分配主导权,并基于法理基础构建村镇社区更新的利益共同体。

     

    Abstract: Village community renewal needs the cooperation of villagers, village collectives and township governments, which has been deeply embedded in the rural governance system. Based on the perspective of rural governance, this paper constructed a research framework to analyze the village community renewal from three dimensions of 'urgency-ability-legality'. The decision-making process and operation mechanism of village community renewal under different modes were analyzed, and the planning strategies were put forward. Firstly, urgency was the origin of village community renewal, which affected the actions of stakeholders and formed the basis of village affairs. Secondly, comparing the influence ability of stakeholders on village community renewal, so as to determine the dominant power and village community renewal scheme. Finally, only after the legal risk study and judgment could the village community renewal scheme be started and implemented. In the context of 'top-down combination' rural governance system, village planning should identify the source power of village community renewal based on the urgency, distribute the dominant power based on the capacity, and construct the interest community based on the legality.
