Abstract: Small towns, as the connecting link between cities and villages, are the key channels to promote the flowing of industry, technology, talents, and other resources from cities to villages. Acting as a catalytic and regulatory role in promoting the two-way free flow of urban and rural factors and the balanced and rational allocation of resources, they are important strategic nodes for urban-rural integration. The ‘demonstration of 1000 villages and renovation of 10000 villages’ project in Zhejiang started the exploration road of urban-rural integration development in the construction of ‘Beautiful Zhejiang’. In the past 20 years, the urban and rural areas have taken on a new look. Only after the implementation of the beautiful towns' construction action has the function and connotation of small towns been greatly improved, helping them to fully play the important role of the strategic node of urbanrural integration. In this paper, the role and significance of the beautiful towns construction action to promote the integration of urban and rural development was briefly analyzed, and through the analysis of the process, measures and problems of the beautiful towns' construction in Zhejiang, 4 specific strategies for the construction of beautiful towns to promote such development was proposed. This paper aims to export Zhejiang's experience in the construction of small towns in China and accelerate the realization of all-round beautiful construction of urbanrural integration in China by summarizing the achievements made since the implementation of Zhejiang beautiful towns' construction action and its enlightenment and significance.
