Abstract:
The planning for rural area has been involved in all levels of the territorial spatial planning system, and it is consisted of plannings of multiple levels and multiple types. Thus, it is necessary to systematically build a system for rural area planning. Based on this, this paper takes megacities as the research object and sorts out their overall characteristics of rural area and the difficulties of planning. Then the paper summarizes five typical planning systems for rural area based on the frontier practice of 9 megacities, and compares their distinguished differences. Based on the practice, this paper proposes several suggestions for establishing the planning systems for rural area, which includes to combine the planning of various vertical levels and horizontal types, to formulate the detailed plannings gradually by levels and stages, to coordinate the multiple and dynamic needs of protection and development, to promote the coordination of governance system and planning system, and to construct the mechanism for planning updates and adjustment, providing technical references for exploring the universal planning system for rural area nationwide.
