Abstract: Under the background of the implementation of the rural revitalization strategy and the construction of common prosperity area, the construction of spatial planning system in rural territory of Hangzhou has been continuously explored. In 2021, the 'Guidelines for Spatial Planning in Rural Territory of Hangzhou (Trial)' was issued, which further clarified and optimized the technological path of rural planning. This paper aims to demonstrate the spatial planning system of rural areas in Hangzhou through vertical transmission, horizontal coordination, and digital empowerment. Vertically, the conducting relationship was established through planning levels of 'district, county and village layout planning-town and village layout planning-village (planning unit) planning' and the hierarchical 'unit-block-plot' planning. Horizontally, characteristics of village planning were differentiated in five types: cluster construction, characteristic protection, suburban integration, renovation and upgrading, and smart shrinkage, and the innovative planning idea of 'unity and common prosperity' was proposed, which means multiple villages with the foundation and conditions of joint development together make one plan. In terms of digital governance, the paper interprets the construction of 'spatial smart governance' platform and discusses the dynamic governance of rural territory. This study is helpful for megacities in China to further optimize their territorial spatial planning and management as well as planning practice.
