Abstract: Wuhan City, Hubei Province is one of the first cities in the country to realize the integration of urban planning and land use planning. This paper sorts out the planning practice of Wuhan in rural areas before the reform of territorial and spatial planning, and summarizes the missions and focus of the planning in rural area at different stages and levels. Under the background of rural revitalization and the reconstruction of spatial planning, the function of rural areas has changed from single agricultural production to multi-functions such as agriculture, culture, tourism, and ecological protection, and the planning object has also changed from a single element to all elements in-one. In response to this change, the planning of rural area in Wuhan is planned to carry out the method of 'integration of towns and villages', and taking 'pastoral functional units' as the starting point, leading the revival of rural vitality. At the same time, through the vertical transmission and horizontal integration of planning, the overall planning and control of all elements in rural areas will be finally realized.
