Abstract: As a national central city, Xi'an of Shaanxi shoulders the mission of urban development and rural revitalization, rural planning is an important starting point for rural revitalization. Based on the current practice and exploration experience of rural planning in Xi'an, this paper puts forward suggestions on the construction and implementation of rural planning system under the land spatial planning system from three aspects: establishing a clear spatial planning transmission system, building a management and control system of 'all elements in the whole region' 'rigid elastic combination', and ensuring the whole process and reimplementation of the planning system. First, planning should play the role of coordination and promote 'multi planning integration'. In the process of rural planning, attention should be paid to the coordination of multiple stakeholders, coordinate all relevant functional departments, and establish a horizontal coordination and vertical transmission mechanism for rural planning. Second, it is suggested that villages should be divided into different categories, guide government finance and social entities to invest and build accurately, and promote fine management in rural areas. The third is to unify the base map of the planning and build a rural 'one map' platform. Finally, it emphasizes the public participation and joint creation of rural planning to achieve the sustainable operation of rural planning and construction.
