“三生”协调下的县域生态安全格局构建与保护修复——以海兴县为例

Construction of County Ecological Security Pattern and Ecological Restoration Based on the Coordination of Ecology-production-living: Taking Haixing County as an Example

  • 摘要: 构建“三生”空间协调发展的生态安全格局、修复人地冲突是缓解生态保护修复与城镇经济发展之间矛盾的有效路径。本文以河北省沧州市海兴县为例,通过改进“源地—阻力面—廊道—关键点”传统范式构建县域生态安全格局;在此基础上通过环型梯度法分析全域“三生”功能格局并设定多情景下功能冲突地区的协调方案以优化生态修复分区。研究结果将海兴县划分为生态涵养区、生态保障区、生态修复区、生态缓冲区、生态保育区与生态提升区,并针对各区域提出对应的措施,为海兴县维持区域生态安全、修复提升生态系统、制定未来管治方向提供科学指引。本文提出的技术方法与策略可供其他亟需经济发展与生态保护修复的县域小城镇参考,并为县域国土空间规划编制、“三区三线”划定、“三生”空间管治提供研究基础与新的思路。

     

    Abstract: It is an effective way to alleviate the contradiction between ecological conservation and restoration and urban economic development to construct the ecological security pattern of the coordinated development of ecological-production-living space and restore the human-land conflict. Taking Haixing County located in Cangzhou City, Hebei Province as an example, the study optimized 'source-surface resistance-corridor-key node' paradigm to construct the ecological security pattern of Haixing County. On this basis, this paper analyzed the regional ecological-production-living function pattern through circle gradient method, and set the coordination scheme of multi-scenario conflict patches to optimize the ecological restoration regionalization. According to the results, Haixing County was divided into ecological conservation area, ecological protection area, ecological restoration area, ecological buffer area, ecological preservation area, and ecological raised area. Then corresponding measures and countermeasures were put forward for each region, which can provide scientific guidance for Haixing County to maintain regional ecological security, restore and improve the ecosystem, and formulate the direction of future governance. The methods and strategies proposed in this paper can be used as a reference for other small towns in urgent need of economic development and ecological conservation and restoration. It can provide scientific basis and new ideas for county territory spatial planning making, the demarcation of 'three-zones and three-lines', and the governance of ecological-production-living space.
