Abstract: In the report of the 18th National Congress, the construction of ecological civilization is mentioned at a high level of national strategy. President XI Jinping emphasized during his inspection of Qinghai that the greatest value of Qinghai lies in ecology, the greatest responsibility lies in ecology, and the greatest potential also lies in ecology. Under the responsibility of building ecological security barriers, Qinghai could actively explore the development of the eco-tourism and evaluate the characteristic cities and towns from the quality of tourism resources around the towns, accessibility of traffic, and urban tourism reception capabilities, in order to maximize ecological value and implement people-oriented new urbanization, to build a tourism town system suitable for the actual development of Qinghai Province, and to explore a new model for the development of the western region.
