Abstract: Rural revitalization is an important development strategy to solve the issues of agriculture, rural areas and farmers in China. Rural revitalization planning is an action guide for implementing the rural revitalization strategy. It is a new comprehensive planning based on the goal of "flourishing industry, ecological livability, civilization of local customs, effective governance and rich life" in rural areas, with the guidance of territorial spatial planning, and for the allocation of land resources outside the urban development boundary with the rural settlements as the carrier. Agricultural industry transformation, rural population reconstruction, regional spatial function transformation, and residential form evolution are the core elements of rural revitalization planning. Taking Xichang City, the capital of Liangshan Yi Autonomous Prefecture, Sichuan Province as an example, this paper discusses the development characteristics of the rural revitalization planning and puts forward some suggestions for the planning.
