Abstract: Focusing on several basic concepts of administrative system and planning system, scale effect, division of powers, etc., from the perspective of administrative system, this paper examines the township-level territorial spatial planning of the Britain, Japan, and Germany, analyzes and discusses the four aspects of local government, local planning level, planning content characteristics, and planning level transmission under the administrative system. On the basis of summing up the main problems faced by China's townships, this paper discusses the territorial spatial planning of township-level from three aspects: administrative level and planning level, local development and vertical control, and relationship between town proper and jurisdiction.
