Abstract:
Building zoning plan (Bauleitplanung) is the important basic level in the implementation of the vertical spatial planning system in Germany. This paper analyzes the role of Bauleitplanung in German spatial planning system, discusses the legal provisions of Baugesetzbuch (BauGB) on Bauleitplanung, and explores the transmission function and environment impact assessment of Bauleitplanung with Fraunberg, Bayern as an example, summarizes the German experience in four aspects: clear level-related rights, well connectedness to the upper and lower levels, full concerns on natural protection, and equal focus on legal binding and case-based flexibility. Finally it puts forward its enlightenments to the territorial spatial planning at the township level in China.
