Abstract: The Russian Federation in the transition period will replace the regional planning in the planned economy period with the ‘territorial planning’, and strengthen the control measures of land and resources at the township level through the overall planning of rural settlements. This paper analyzes the compilation and characteristics of the general planning of the rural settlements in the town area of Churkovski, through combing the national territorial planning system of the Russian Federation and studying the case of the general planning of the rural settlements in the municipal area of Ramensk, Moscow. By summing up the problems solved by the overall planning of rural settlements, this paper summarizes the status of this level of planning in the territorial planning system, and provides some enlightenment for the township territorial planning in China.
