Abstract: Korea have consistently attached importance to develop small towns and acquired notable achievements. This paper reviewed Eup Myeon cultivation programs and central region development programs starting from the year of 1970 and concluded the characteristics and achievements of them. With illustration of the development programs implemented in Baegun-myeon, Chungcheongbuk-do and Gonjiam-eup, Gyeonggi-do, the contents, focuses and achievements of small town development programs in different phases and proposes in Korea are discussed. Eventually, by referring to the small town development experiences in Korea, several comments to Chinese small town development are given, including concentrating on the improvement of infrastructure, providing real welfare to residents, enhancement of governmental investment, implementation of bottom-up system, improvement of residents' participation, precisely seeking the town's orientation, optimization of the town development feature, development with both software and hardware and laying emphasis on software in town development, strengthening of urban planning and landscape guiding.
