Abstract: Planners normally consider overall strategies in terms of economy, society, environment and etc. When making urban development policies, however, due to the difference of foundation and location, overall strategies are not fit for the mega cities especially those with multiple subareas, therefore the zoning strategies are important and priority. This paper uses Baoding, the town-organized big city which is located in the special policy district of The Beijing-Tianjin-Hebei City Cluster as the case and is based on the project ‘Baoding New Urbanization Study’. The author points out that the significant zoning pattern by identifying the basic and motivation features of Baoding urbanization, and builds the zoning system of Baoding urbanization through the features as mentioned. Under this context, the specific zoning strategies are brought up based on the features, demand and opportunity of Baoding urbanization.
