Abstract:
In the current transition period when the overall territorial spatial planning at all levels has not yet been finalized, village planning is an important way to implement the national strategy for rural revitalization, support ecological and food security, and further promote the reform of rural land system. It is necessary to ensure that construction activities are carried out as scheduled and reserve space for future development. And at the same time, it needs to meet the binding requirements of the upper planning in a forward-looking manner. Based on the implementation of the ecological protection redlines and the basic farmland protection zones, village planning should respond to the uncertainty of village development with ‘short cycle’ action planning, and improve the feasibility of integrated town and village development with flexible unit planning. In Hebeitun Town, Wuqing District, Tianjing, we explored the planning of short-period, unit-type village planning including 9 villages, with 2025 as the planning target year to implement the development and protection of the entire territory and promote the implementation of the rural revitalization strategy.
