Abstract: Under the background of the implementation of rural revitalization strategy and the focus of social governance moves downward, public participation has become a key of decision-making through planning, construction and management in rural. In order to explore a more universal and operational participatory planning approach, this study first summarizes and refines existing theory and new connotation of participatory planning. Second, it combines the practice of village planning in Jiufeng, a pilot village of rural revitalization in Fujian Province, to explore the key points and methods of participatory planning in rural areas. Finally, it summarizes planning implementation path for cultivating modern rural governance system.
