Abstract: Promoting county urbanization is an important measure to implement the new development concept and accelerate urban-rural integrated development. In the new era, China's county urbanization shows some new characteristics. Industrial transfer and new economy brought new impetus to county urbanization. County towns have become important choices for rural migrant workers to settle down. ‘Living in both urban and rural areas’, ‘being engaged in both industry and agriculture’ and ‘commuting between urban and rural areas’ have become the new modes of county urbanization. However, the limited financial capacity leads to the insufficient supply of public services and the lag of infrastructure construction, which restricts the further improvement of urbanization quality. This paper puts forward some countermeasures and suggestions, such as guiding the development of county urbanization by region and classification, improving the layout of urban and rural public service facilities according to local conditions, accelerating the improvement of the comprehensive carrying capacity of the county, and innovating the financial investment and financing mechanism of urbanization construction.
