Abstract: The territorial spatial planning in the new era integrates the main function area planning, land use planning, urban and rural planning and other spatial planning into a unified territorial spatial planning, realizing the ‘integration of multiple plannings’ and strengthening the guiding and constraining role of land space planning on various special plannings. For the protection of cultural relics, it is necessary to link the protection and utilization of cultural relics and the protection and inheritance of cultural heritage with the planning of national space, so as to realize the transformation from cultural relics (cultural heritage) to cultural protection space. We should attach importance to the protection, presentation and utilization of historical and cultural space, and integrate ‘overall creation and active protection’ into the territorial spatial planning system. For towns, the overall cognition, value discrimination, inheritance and utilization strategies of urban heritage still need to be clearer and more accurate, which is of great significance to further improve the protection system of urban historical and cultural heritage, understand the generation mechanism of urban space, and fully understand and continue the urban context. Based on culture as the clue, time sequence, space as the carrier, through the layered reading of history information and cultural characteristics, this paper interpreted and translated heritage value and laminated characteristics in Mianhu Town of Guangdong Province Jieyang City, and put forward the strategies of the sustainable cotton lake town protection and readable and knowable inheritance utilization strategies from the angle of inheritance value.
