基于生态安全的黄河下游小城镇发展策略探索——以长垣市魏庄街道为例

Exploration on the Development Strategy of Small Towns in the Downstream of the Yellow River for Ecological Security: A Case Study of Weizhuang Subdistrict in Changyuan

  • 摘要: 2019年9月,黄河流域生态保护和高质量发展上升为重大国家战略,由此进一步推动了黄河流域生态保护和发展建设。为探索黄河下游生态约束下的小城镇发展策略、提高城镇发展质量,本研究以河南省长垣市魏庄街道为例,阐明黄河下游生态保护与城镇发展之间的关系。文章运用了不同历史数据对比,分析了当前黄河下游整体防洪形式、生态格局、植被的演变,以及水文状况等生态特征;研究梳理了生态背景下当前黄河流域小城镇在生态安全、植被覆盖、水文条件等一系列问题上面临的发展制约。最后针对小城镇面临的生态问题,在雨洪保障、生态空间、发展方式方面提出了不同的解决策略,以期为黄河下游小城镇的高质量发展提供参考。

     

    Abstract: In September 2019, ecological protection and high-quality development of the Yellow River basin became the major national strategy, thus promoting the further construction of the ecological development of the Yellow River Basin. In order to explore the development strategies of small towns under the ecological constraints of the Yellow River and to improve the quality of urban development and construction, this study took Weizhuang subdistrict in Changyuan City, Henan Province as an example to illustrate the relationship between ecological protection of the Yellow River downstream and urban development. Based on the comparison of different historical data, this paper analyzes the overall flood control form, ecological pattern, vegetation evolution and hydrological situation of the downstream Yellow River. This study summarizes and analyzes the current development constraints of small towns in the Yellow River Basin on ecological security, vegetation cover, hydrological conditions and a series of other issues. In the end, according to the ecological problems encountered by small towns, the study proposes different solutions in terms of rainwater protection, ecological space and development mode, in order to provide reference for the high-quality development of small towns in the lower reaches of the Yellow River.
