Abstract:
By interpreting the regional water system governance cases led by LIU Guangfu, a local official in The Ming Dynasty, this paper takes historical texts such as Jingyeguilue as the research object, takes Zhuji area located in Puyang River middle stream as the research scope, studies a series of water conservancy reform and scheduling management way of LIU Guangfu during his tenure in Zhuji area. It is found that the planning led by literati in the traditional period usually takes the improvement and regulation of water environment and flood control as the main function starting point, which can also be regarded as the regional planning with water system as the core. Then the strategies and thoughts of regional water conservancy planning in the traditional period are compared with the contemporary domestic and foreign water control concepts to make a horizontal analysis in an attempt to explore its practical significance for future regional planning.
