Abstract:
The territorial spatial master planning of rural township is an operable, implementation-oriented overall planning at the lowest level of China's territorial spatial planning system characterized by ‘five hierarchies and three categories’. Whether the planning outcomes can be implemented and how well they work constitute the core standards to evaluate whether the planning is successful. This paper studies and judges the key directions to improve the practicability of planning based on the new-round pilot work of Beijing's rural township territorial spatial planning. The author argues that the overall territory development plan of rural township should implement requirements of upper-level (city, county or district) planning, provide basic guidance and control requirements of rural development with full coverage, clarify boundaries, rights and responsibilities to help improve grass-roots governance capacity in villages and towns, enhance coordinated and mutually beneficial development among regions, and improve the implementation and flexibility of planning. What's more, it proposes that while compiling the territorial spatial master planning of rural township, planners need to properly handle the five relations between ‘upper’ and ‘lower’, ‘villages’ and ‘towns’, ‘belt’ and ‘block’, ‘inside’ and ‘outside’, ‘short term’ and ‘long term’, so as to improve planning practicality and better fulfill their responsibility and mission of compiling China's territorial spatial planning in the new era.
