Abstract: Mega events can have lasting effects on the surrounding area. This paper started with town affected by Beijing 2022 Winter Olympic Games to discuss how to deal with the relationship between planning and development. Taking Zhangshanying Town, one of the location of the competition zone as an example, this paper put forward the transformation of township level territorial spatial planning effected by mega event, which promoted regional coordinated development, ensured the quality of ecological space, attached importance to sustainable industrial development and local urbanization, protected and inherited culture, and explored methods of planning. Meanwhile, it is suggested that township level territorial spatial planning should strengthen different types of planning guidelines.
