Abstract: Since 2019, with the continuous promotion of ‘Two Reforms’ on the administrative district adjustment of townships and villages in Sichuan Province, the county rural economy and the spatial governance pattern of the countryside have also been changed. The reform has created extremely favorable conditions for accelerating the construction of small towns in Sichuan Province by rationally allocating the spatial resources of the country to cultivate small town economies of scale, reducing local administrative costs to support county economic development and achieving rural revitalization. Taking Hejiang County, Luzhou City, Sichuan Province as an example, this paper proposes the key countermeasures in the territorial spatial planning at different levels, based on the typical problems of some abolished townships, and discusses the key strategies from four aspects which are rational determination of the leading functions and positioning, integrated delineation of town development boundaries, scientific inventory of public service facilities and manifestation of the cultural characteristics of places. It discusses and puts forward the key countermeasures in different levels of territorial spatial planning under the background of administrative division adjustment, hoping to provide some case studies for the preparation of county and town-level territorial spatial planning.
