Abstract: From the perspective of consolidating the responsibility of rural protection, respecting the right of rural development and protecting the interests of rural areas, this paper studies the non-construction space represented by rural agricultural land and ecological land, and the construction space dominated by homestead, industrial land and public facilities land. Then it puts forward the rural planning control strategies, and clarifies the planning and implementation guarantee mechanism. In terms of responsibility, the responsibility of safety protection should be implemented to the subjects related to space, consolidate with the innovation of index management and control and management mode. In terms of right, we should learn from the concept of enclave to make up for the shortcomings of rural areas in terms of location, capital, technology and other production factors, so as to protect the right of rural industrial development. In terms of interest, we should pay attention to the legal acquisition of homestead and the protection of interests behind the supply of public services, emphasize the gradual realization of the goal of 'one house for one household' through the combination of increase and return, and attach importance to the new idea of facility planning that emphasizes connotation and ignores material.
