Abstract: ‘Scale rescaling’ is a popular theory in western economic geography in recent years, and gradually turns from 'space science' on scale to 'politics' on scale, which takes the research on the level, relationship, process and power of scale as the core proposition. In line with the trend of regional development from hierarchy to networking, this paper analyzes the scale reconstruction of county (city, district) integration, a relatively new and special type in recent years, and summarizes three types of county (city, district) integration development from the perspective of subject and structure. It also summarizes the main methods of two important angles in 'scale rescaling', which is scale up and scale down. This paper enriches and improves the 'scale rescaling' theory, and makes some exploration on the formation of a theoretical and policy system suitable for the reality of China's regional development.
