Abstract: The 14th Five Year Plan is an important strategic plan to lead the high-quality development of agriculture. And the construction of characteristic agricultural towns is an important measure to transform old and new driving forces and to realize new urbanization under the new normal of the economy. Takes the evaluation of the development level of Hunan characteristic agricultural towns as the research objective, this paper selects 15 characteristic agricultural towns in Hunan as the research objects, and constructs 6 first-grade indexes and 16 secondgrade indexes to carry on the empirical analysis on the development level of Hunan characteristic agricultural towns. The results of AHP-fuzzy comprehensive evaluation method show that the order of the weight value of criterion layer from high to low is characteristic resources, agricultural scientific and technological innovation, operator quality, production benefit, ecological benefit and agricultural facilities and equipment. The fuzzy results of all levels of indicators are 'general' and close to 'good'. At present, the high-quality development level of Hunan characteristic agricultural towns is in a relatively satisfactory state. The in-depth analysis of the grey correlation method shows that the stable interval of the measurement values of each index is 0.6~0.7, leading enterprises are the factor with the highest correlation degree, and the development scale of characteristic towns is the lowest, which reflects that the overall development level of characteristic agricultural towns in Hunan needs to be further improved. Therefore, the author suggests that in order to comprehensively promote the high-quality development of Hunan characteristic agricultural towns, efforts should be made from four aspects:industrial basis, endogenous power, industrial integration and development environment.
