基于人才下乡背景下的乡村治理模式探索——以江苏省丰县大沙河镇为例

Exploration of Rural Governance Model Based on the Background of Talents Going to the Countryside: Taking the Practice of Planners in Dashahe Town, Fengxian County, Jiangsu Province as an Example

  • 摘要: 乡村治理是实现我国乡村振兴的重要基础,人才是实现乡村振兴的关键因素。文章回顾了我国人才下乡推动乡村治理的发展历程,提出历次人才下乡运动均带有时代阶段性任务,不断探索乡村治理模式。在国家治理体系现代化背景下,规划师下乡承担了推动乡村治理体系现代化的重要任务。在总结我国规划师下乡地方实践和历次人才下乡的经验教训基础上,文章提出江苏省规划师下乡的乡村治理模式,并结合江苏省徐州市丰县大沙河镇规划师下乡实践,提出“基因激活”“四心赋能”“陪伴共治”的大沙河模式,以期为生态资源禀赋良好的后发乡村地区的乡村治理现代化提供借鉴参考。

     

    Abstract: Rural governance is an important foundation for Rural Revitalization in China, and talent is the key factor for rural revitalization. This paper reviews the development process of talent going to the countryside to promote rural governance in China, and puts forward that all the previous talents going to the countryside movements have phased tasks of the times and continue to improve the rural governance model. In the context of the modernization of the national governance system, planners go to the countryside to undertake the important task of promoting the modernization of the rural governance system. On the basis of summarizing the local practice of planners going to the countryside in China and the experience and lessons of previous talents going to the countryside, this paper puts forward the rural governance model of planners going to the countryside in Jiangsu Province. Combined with the practice of planners in Dashahe Town, Feng County, Xuzhou City, Jiangsu Province, this paper puts forward the Dashahe model of 'gene activation' 'four heart empowerment' and 'accompanying co governance', in order to provide reference for the modernization of rural governance in late developing rural areas with good ecological resource endowment.
