县域乡村建设实践研究——以江苏省S县特色田园乡村建设为例

Research on Planning and Implementation of Rural Construction at County Level: A Case of Characteristic Rural Village Construction in S County, Jiangsu Province

  • 摘要: 由于乡村发展在国家基层治理中的重要性和特殊性,政府主导的规划与实施是我国乡村规划建设中的重要工作模式,但对于政府主导与规划引领如何快速提升乡村建设水平的实施机制还缺少系统性的研究。本文以江苏省S县特色田园乡村建设为例,对县域乡村建设实践中存在的普遍问题进行分析。在此基础上,有针对性地总结了政府主导型乡村建设在规划实施方面的十条经验做法:即“规划引领”下的五大技术经验和“政府主导”下的五大管理经验。本文认为,高质量编制村庄规划是做好乡村振兴、特色田园乡村建设工作的基本保障;创新规划建设工程管理制度是保证乡村规划顺利推进实施的关键;加强特色产业培育、构建乡村多元治理模式、推动农村产权制度改革与经营模式创新也是激活乡村内生发展动力、推动乡村建设可持续发展的重要举措。此外,规划系统本身也需要做出变革,即从蓝图规划走向实施规划,从物质性规划走向参与式规划,从村庄建设规划走向社会经济发展的综合性规划。

     

    Abstract: Due to the importance and particularity of rural development in the country's grassroots governance, government-led planning and implementation is an important work model in our country's rural planning and construction, but there is still a lack of systematic implementation mechanism for how to quickly improve the level of rural construction led by the government. Based on the analysis of common problems existing in the practice of rural construction at county level, this article takes the construction of characteristic rural village in S County, Jiangsu Province as an example, and summarizes five technical methods for rural construction under the ‘planning’ and five management methods under the ‘government-led’. This article believes that high quality preparation of village planning is the basic guarantee of rural revitalization and characteristic rural villages construction. And the innovative planning and construction project management system is the key to ensuring the smooth implementation of rural planning, and strengthening the cultivation of characteristic industries, constructing the multi-governance mode of rural areas, and promoting the reform of rural property rights system and the innovation of operation mode are also important measures to activate the endogenous development power of rural areas and promote the sustainable development of rural construction. In addition, the planning system itself also needs to be reformed, from blueprint planning to implementation planning, from material planning to participatory planning, and from village construction planning to comprehensive planning for social and economic development.
