基于空间管制区划的村镇聚落空间格局重构优化方法——以重庆市永川区为例

An Optimization Method for Restructuring the Spatial Pattern of Rural Settlements Based on Spatial Control Zoning: The Case of Yongchuan District of Chongqing City

  • 摘要: 空间管制区划是解决区域发展不协调的重要手段之一,对我国村镇聚落空间的差异化发展具有重要的指导意义。文章结合村镇聚落空间重构与空间管制区划的逻辑与技术要点,提出了基于空间管制区划的村镇聚落空间格局重构优化技术路线。首先从区划方式与类型、区划单元、区划指标体系和区划方法等方面建构了适宜的县域村镇空间管制区划方法路径,将全域分为重点开发区、次重点开发区、适度开发区、限制开发区、禁止开发区五类空间管制区;然后针对不同空间管制区类型指向的建设性要素与非建设性要素,提出了同城化型、城镇化型、镇村极化型、归并整治型、特色服务型和迁移退出型六种村镇聚落空间格局重构优化类型和整体优化路径;最后以重庆市永川区为例,遵循论文提出的优化思路对永川区村镇聚落空间格局进行重构优化,验证了方法的可行性与有效性。

     

    Abstract: Space control zoning is one of the important means to solve the incoordination of regional development, and it has important guiding significance for the differentiated development of rural settlement spaces in our country. Based on the logic and technical points of the spatial reconstruction of rural settlements and spatial control zoning, this paper proposes an optimized technical route for restructuring the spatial pattern of rural settlements based on spatial control zoning. Firstly, it constructs a suitable county-level village and town space control zoning method path from the aspects of zoning method and type, zoning unit, zoning index system and zoning method, and divides the whole area into five types of space control zones of key development zones, sub-key development zones, moderate development zones, restricted development zones, and prohibited development zones. Then, aiming at the constructive and non-constructive elements directed by different types of space control zones, six types of village settlement spaces are proposed: co-urbanization, urbanization, polarization of towns and villages, consolidation and remediation, characteristic service, and migration and exit. Pattern reconstruction optimization type and overall optimization path. Finally, taking Yongchuan District of Chongqing City as an example, following the optimization ideas proposed in the paper, the spatial pattern of villages and towns in Yongchuan District was reconstructed and optimized, which verified the feasibility and effectiveness of the method.
