Abstract: Rural 'three plots of land' reform and rural 'smart contraction', as the guidance for policy design and spatial planning, are consistent in core ideas. The overall coordination is the inevitable path to realize rural revitalization. Combined with the practice of characteristic pastoral villages in Jiangsu Province, taking Xiangquan Village in Wujin District, Changzhou City as an example, this paper explains the logical relationship between the reform of the 'three plots of land' and the leading role of land values in rural revitalization and development, and the planning framework based on the background. This paper provides rational and compound development ideas on excavating the characteristics of ecological space, promoting the efficiency of production space through the active utilization of land resources, and finally guiding the way to realize livable living space.
