Abstract:
The new 'dual cycle' development pattern is both an opportunity and a challenge. The key to how the inter-provincial fringe area understands and how to deal with the problem. Through literature review and visual analysis, it is found that there is a lack of relevant research on the inter-provincial fringe areas under the new development pattern. It is proposed that the inter-provincial fringe area under the new 'dual cycle' development pattern has accelerated regional coordination and insufficient provincial center radiation; domestic market demand has increased, and the industry facing homogenous risks; infrastructure construction is upgraded, and the channel connection is slightly weak; the governance system is gradually improved, and the administrative barriers still have four major characteristics and problems. Taking Huangmei County in Hubei Province in the inter-provincial fringe area as an example, it is proposed that urban positioning should be changed to actively integrate into the Yangtze River Economic Belt from region to river basin. Leading industries should be selected with complementary functions to create four major industrial clusters. In terms of infrastructure construction, accelerate the allocation of transportation facilities and improve the efficiency of element circulation. In terms of institutional mechanism construction, it is necessary to deepen cross-border governance methods, prepare cross-regional coordination plans, and establish related working groups, in order to provide theoretical and practical reference for similar regional research and territorial space planning under the new pattern.
