Abstract: Affected by physical and geographical conditions, administrative region's economy and other factors, towns in border areas often have low traffic connectivity, weak economic foundation and insufficient development momentum, which are weak links in regional economic development. Cross regional coordinated development is conducive to overcoming the problems of towns with few resources, small scale and weak strength, and enhancing regional development momentum and coordination. This paper takes the towns in the border area between Zhongxian County and Shizhu County of Chongqing City as the research object, and on the basis of analyzing the requirements and difficulties of cross-regional linkage development, puts forward the technical idea of cross-regional overall planning, that is, taking the integration of advantageous resources as the starting point, to promote the development from solo to linkage, from cross-town regional linkage to cross-county and cross-regional linkage, from low-level linkage between towns to city-level, county-level and town-level linkage, and carrying out planning preparation and organizing the implementation of the plan. In terms of technical methods, the 'four plannings coordination' technical method of strategic planning, industrial planning, space planning and scheme planning, is explored to effectively promote the cross-regional coordinated development of the Three Gorges reservoir area.
