Abstract: The central government's transfer payment is an important means of achieving secondary distribution, and the efficiency of using transfer payment financial funds is a key and difficult issue. Theory and Method of Evaluating the Performance of China's Financial Funds are Continuously improving. The national renovation of rural dilapidated houses is an important work for the CCP Central Committee to improve housing for poor farmers. Since the pilot projects were launched in 2008, the financial funds have been increased year by year, solving the problem of housing for tens of thousands of poverty stricken farmers in rural areas. The rural dilapidated houses renovation involves a large amount of funds, a wide range of aspects and a number of participating government departments. The efficiency of using financial funds has become an issue that should be paid high attention to. With this objective, this article studies the performance evaluation. Through identifying the goals of performance evaluation of subsidy funds for rural dilapidated houses renovation, the article scientifically establishes an evaluation system composed of working mechanism, index system and results application, pushes forward governments at all levels to set up performance evaluation concept, and promotes the scientific advancement and implementation of rural dilapidated houses renovation.
