Abstract:
The dense urban and rural areas in southern Jiangsu Province have overlapping functions and complex spatial composition, and are also the core areas of scientific and technological innovation in the Yangtze River Delta. As a combination of the two, the study of the national high-tech Zone in southern Jiangsu is of great significance and value. This paper takes the national high-tech industrial parks in five cities in southern Jiangsu as the research objects, analyzes the development characteristics, spatial characteristics and economic characteristics, summarizes the typical spatial organization modes, and puts forward the key points of spatial optimization. It considers that: (1) From characteristics perspective, the high-tech parks in southern Jiangsu has experienced three development stages, mostly distributed along the Yangtze River and the Shanghai-Nanjing transport passage in space. Its scale is positively correlated with the overall scale and energy level of the city where it is located, and has initially formed a differentiated industrial development orientation, but there is a big gap in the innovation capability of the zone. (2) From the perspective of spatial development characteristics, the 9 national high-tech zones can be summarized into three typical spatial types, namely, the 'central extension type' which relies on the high-energy level of the city, continuously expands and grows, the 'marginal expansion type' which accompanies ecological resources and agricultural resources, the 'jumping growth type' which depends on the space resources of villages and towns and promotes mutual development. Each type is in spatial distribution, spatial organization mode and the relationship with the main urban area. (3) From the perspective of space optimization, it is suggested to handle the relationship between 'ordered blueprint' and 'disordered basement', optimize the spatial organization mode, further dig out the connotations of 'overall organic' and 'advanced gray scale', deepen the concept of space shaping, further strengthen 'pluralistic co-governance' and 'policy innovation', and realize the optimization of management mechanism and system.
