基于供给侧改革的北京乡村产业融合用地研究

Research on Land Use for Rural Industry Integration in Beijing Based on Supply Side Reform

  • 摘要: 在构建首都新发展格局的背景下,乡村振兴被赋予具有时代意义的必要性和紧迫性,成为培育完整内需体系的潜力支撑及应对国内外各种风险挑战的基础支撑。围绕乡村振兴战略目标,以“点状”用地为代表的乡村产业融合发展空间供给成为当前日益关注的热点问题。2021年1月,《自然资源部 国家发展改革委 农业农村部关于保障和规范农村一二三产业融合发展用地的通知》(自然资发〔2021〕 16号)印发,本文聚焦落实该项通知中关于在村庄建设边界外安排的少量建设用地的要求,以北京市国土空间规划总体框架为基础,以全域、全要素、全周期空间治理为统领,提出“点+面”联动、乡镇统筹促进乡村产业融合发展的总体思路,通过系统发挥田、林、园、水各要素的供给保障和生态服务功能价值,创新实践乡村地区非建设空间规划统筹模式,为乡村产业融合发展提供规范合理的空间保障。

     

    Abstract: Under the background of establishing a new development pattern for the capital, rural revitalization is endowed with the necessity and urgency of the times, becoming the potential support for cultivating a complete domestic demand system and the basic support for coping with various risks and challenges at home and abroad. Focusing on the strategic goal of rural revitalization, the land supply of rural industry integration development represented by ‘spot’ land has become a hot issue of increasing concern. In January 2021, the Ministry of Natural Resources officially issued the Notice on Ensuring and Regulating the Land Use for the Integrated Development of Rural Industry. This paper focuses on the implementation of the requirements for a small amount of construction land arranged outside the village construction boundary based on the overall framework of Beijing's land and space planning. Under the leadership of all areas, all elements and all cycle spatial governance, it puts forward the general idea of ‘point + area’ linkage and township coordination to promote the integration and development of rural industry. By systematically exerting the supply guarantee and ecological service function value of natural resource elements, it innovates and practises the overall planning model of non-construction space in rural areas, providing a standardized and reasonable space guarantee for the integration and development of rural industry.
