基于推拉理论的内蒙古特色小城镇发展潜力评价

Research on the Development Potential Evaluation of Characteristic Small Towns in Inner Mongolia Based on Push-pull Theory

  • 摘要: 随着特色小城镇在服务城乡发展战略中角色地位的攀升,对其发展潜力的评估工作正成为学术热点。研究引入推拉理论并建立包括"推力""拉力"和"弹性力"的城镇发展动力模型,基于此构建评价体系对内蒙古12个国家级特色小城镇的发展潜力进行评价。结果表明:内蒙古特色小城镇的发展潜力不均衡,新城子镇和土牧尔台镇属于潜力最低的III级镇,其他10个城镇均具有一定或较高的发展潜力,罕台镇的潜力得分最高;影响城镇发展潜力的强势指标集中在推力和拉力方面,薄弱的村镇现状基础制约了城镇发展。在坚持自身产业及资源禀赋"特色立镇"、加强与外部环境联系的同时,夯实村镇基础以提高发育程度是内蒙古特色小城镇的主攻方向。研究为制定差异化的特色小城镇可持续发展路径提供了依据。

     

    Abstract: With the increasing importance of characteristic small town in urban and rural development strategies, assessing their development potential is becoming an academic hotspot. The study introduces the theory of push and pull and establishes a model of town's development dynamics, including 'push' 'pull' and 'elasticity' based on which an evaluation system is constructed to evaluate the development potential of 12 national characteristic small towns in Inner Mongolia. The results show that: the development potential of Inner Mongolia's characteristic small towns is uneven, with Xinchengzi and Tumultai belonging to the level III towns with the lowest potential, while the other 10 towns have specific or higher development potential, and Hantai is the highest potential score. The indicators affecting the development potential of the towns are concentrated in the push and pull areas, where the weak foundation of the towns constrains their development. While adhering to the characteristic development of its own industry and resource endowment and strengthening the connection with the external environment, consolidating the foundation of villages and towns to improve the degree of development is the main direction of small towns with characteristics in Inner Mongolia. The study provides a basis for developing differentiated sustainable development paths for characteristic small towns.
