Abstract:
Implementation evaluation is a crucial component in the planning operation process, and village planning serves as a pivotal tool for rural revitalization. Given the pressing need to investigate the implementation evaluation system and content of village planning under the national territorial spatial planning system, this paper employs methods such as high-frequency word clouds and semantic networks to analyze the guidelines for village planning compilation issued by 28 provinces (autonomous regions and municipalities directly under the central government) in China. It summarizes the common content of village planning and constructs an evaluation index system for village planning implementation, comprising 5 first-level indicators, 18 second-level indicators, and 58 third-level indicators from the perspective of rural revitalization. Based on the development characteristics of four types of villages: special protection, aggregation and promotion, suburban integration, and relocation and consolidation, suitable implementation evaluation indicators for these village planning types are selected, and representative indicators are chosen to validate the practice in these four types of villages. The objective of this paper is to utilize the constructed index system to facilitate objective evaluations of village planning implementation and track and monitor its progress.
