Abstract:
Based on national and local policies aimed at standardizing and guaranteeing land use for the integrated development of the primary, secondary, and tertiary industries in rural areas, this paper examines the approach taken in the territorial spatial planning system of Wuxi, Jiangsu Province. It focuses on how the overall territorial spatial planning at the municipal, district, and town levels, as well as village planning, secures land for the integrated development of these industries outside the urban development boundary. The paper proposes that municipal and district-level planning should predict and control the total amount of land used, guiding spatial layout and structure. Town-level territorial spatial planning should integrate unique resources and clarify land use arrangements. Village planning should encourage the utilization of existing land resources while strengthening a combination of rigid and flexible spatial guarantees. The coordinated implementation of territorial spatial planning at all levels aims to promote the integrated development of rural industries and drive rural revitalization.
