Abstract:
The 19th CPC National Congress proposed the implementation of the rural revitalization strategy, with the overarching goal of achieving modernization in agriculture and rural areas. The 20th CPC National Congress points out that the most arduous and onerous task in comprehensively building a socialist modernized country still lies in the countryside. From the dual perspectives of natural geography and economic functional regions at the county level, this article systematically analyzes the current spatial layout of villages in Hebei Province and explores the inherent laws governing the evolution of rural settlements as well as trends in their self-development. By proposing optimization strategies for village spatial layouts in distinct regions, coupled with qualitative guidelines for area division and quantitative indicators for county-level layouts, this study aims to enhance the rural spaces dedicated to production, living, and ecology through scientific and rational planning. It also advocates for targeted policies based on scientific classification of villages to address their respective shortcomings, thereby facilitating the coordinated allocation of resources and specifying timelines for infrastructure projects. This approach endeavors to avert blind, radical, and utilitarian relocations and mergers of villages and settlements. In summary, this article endeavors to provide technical support for the scientific and rational layouts of county-level rural settlements in Hebei Province.
