Abstract:
On the basis of summarizing the experience of post-disaster reconstruction planning in Wenchuan, Lushan, and Yushu, this article takes the Reconstruction Planning of Gongxian County after the '6· 17' Earthquake in Yibin as an illustrative case. Focusing on the characteristics of cities that experienced relatively low disaster severity but exhibited complex and multifaceted disaster losses, this study explores a restoration-based post-disaster recovery and reconstruction planning method that centers on counties as the primary implementers. It addresses scenarios with small amounts of support funds, diverse types of disaster damage, and intricate spatial issues. The aim is to provide valuable insights and references for future disaster response and post-disaster reconstruction efforts in China.
