Abstract:
In the past, rural construction led by government departments such as planning often guided construction practices through axis and belt planning structures. In the face of relatively clear structures and relatively simple elements, this approach was still acceptable. However, in the case of a large number of villages, diverse element structures, diverse village situations, and limited financial expenditures, the use of axis and belt structures determined by national spatial planning often lacks guiding significance for village construction. This article combines the practice of beautiful rural construction in Xinhua County, Loudi City, Hunan Province. Government departments, led by the Office of Beautiful Rural Construction, prioritizes the exploration of elements in the entire rural area, discusses village classification and scoring standards. Then evaluation is conducted based on basic conditions such as village infrastructure, public service level, location conditions, and transportation accessibility, and policies are implemented as needed. Before promoting the implementation of the planning, village representatives' opinions are actively collected, and a practical, scientific, and easy-to-operate path is constructed for rural revitalization, providing experiences and references for other similar regions.
