Abstract:
Under the background of the coordinated development of Beijing, Tianjin and Hebei, the rural areas in Hebei Province are affected by the imbalance of urban and rural development, the frequent occurrence of extreme climate events and social changes, which make the internal and external environment more complex and uncertain. It is urgent to strengthen the resilience and adaptability of these rural areas. This paper constructs an evaluation index system from the four dimensions of ecological resilience, economic resilience, social resilience and engineering resilience. Based on the rural development data in 2021 of 11 prefecture-level cities in Hebei Province, the entropy method and expert scoring method are used to measure the level of rural resilience. ArcGIS is used to reveal the spatial differentiation characteristics, and the obstacle factors restricting the development of rural resilience are diagnosed by the obstacle degree model. The results show that the overall level of rural resilience in Hebei Province is low, and the spatial difference is significant. Ecological resilience and economic resilience are the two main obstacles restricting the development of rural resilience. Finally, we put forward the optimization strategies of rural resilience construction through the division of resilience level and the classification of obstacle dominance, aiming at improving the overall resilience level of rural areas in Hebei Province and providing differentiated policy reference.
