Abstract: In the context of urbanization with county towns as an important carrier, the planning and layout of county-level elderly care service facilities based on the urban-rural differences of the elderly population is particularly important for building an elderly-friendly society. To reflect humanistic care, this paper illustrates the case of Jiangshan City, starting from the development trend, characteristics, and problems of supply and demand of elderly care service facilities. It follows the logic of 'demand portrait-facility layout-scene design-implementation guarantee'. The paper proposes strategies such as 'horizontally and vertically expanding classified facility systems, multi-level equal facility layout mode based on life circle, differentiated and composite facility function scene configuration standards, layered planning guarantee mechanism, and smart elderly care service platform based on one elderly care map'. It will contribute to providing experience for the construction of elderly-friendly cities.
