Study on the Evolution of Rural Settlements Patterns in Grassland Based on Policy Analysis: Taking the East Ujimqin Banner of Xilingol League as an Example

摘要: 内蒙古草原民族由游牧转向定居的过程中，住居模式由以家庭为单位的自由分散逐步走向大分散小聚居。本文以内蒙古草原乡村聚落为研究对象，探讨土地、人口和经济制度变迁下乡村聚落聚居模式的演进历程与空间特征，解析不同时期的外部政策演进对聚居模式的影响机制。研究认为，外部政策环境对于草原乡村聚落聚居模式有着更加显著的影响，新时期的乡村振兴政策应更加注重与草原“三生空间”互适性研究，以适应于草原地区特殊的生态环境和牧民生产生活需求实践。Abstract: During the transition of Inner Mongolia grassland settlements from nomadism to settlement, along with the change of production and living patterns, their settlement patterns gradually changed from free dispersions with families as units to centralized dispersions. The different spatial characteristics and mechanisms of rural settlements evolution in Inner Mongolia grassland during the historical period are analyzed and compared. Studies have shown that, due to the relatively closed grassland, the influence of exogenous factors on settlement is more significant than that of endogenous factors. The rural revitalization policy in grassland areas in the new period should pay more attention to the study of localization, so as to adapt to the special characteristics of the natural environment in grassland areas and the production and living needs of herders.
