Multi-dimensional and Phase-based Research on the Delimitation of Urban Development Boundary: A Case Study of Heshan City in Guangxi

摘要: 城镇开发边界作为新的国土空间规划体系中需刚性管控的“三线”之一，对其划定的探索已有一段时间，但尚未形成统一的划定方法。本文在总结相关政策及当前各种方法的基础上，提出在多维度视角下分阶段的划定方法，即从资源承载、发展需求、形态研究和刚弹结合等视角出发，通过初划、融合、优化、校核四个阶段划定城镇开发边界。广西壮族自治区来宾市合山市的实例表明，通过以上方法划定城镇开发边界，既能有效保护城市的资源本底，也能提高城市用地的集约节约程度。Abstract: As one of the 'three lines', which should be rigid control in the territorial planning system, the delimitation of urban development boundary has been explored but yet formed a unified method. Based on summarizing the previous policies and present methods, this paper put forward a multi-dimensional phase-based delineation method. From the perspective of resource bearing, development demand, morphology and flexibility, the delimitation was divided into four phases of initial planning, integration, optimization and checking. By taking Heshan City of Guangxi Zhuang Autonomous Region as an example , the proposed method not only effectively protects the ecological background, but also improves the agglomeration of urban land.
