Optimization Method Exploration of Town and Village Layout Planning for Developed Region in the New Period: Taking Jiangning District of Nanjing as an Example

摘要

摘要: 乡村振兴战略的提出，把“三农”工作和城镇化放在了同样高度，对乡村地区的发展与规划建设提出了更高要求。发达地区乡村具备率先基本实现农业农村现代化与乡村振兴的外部推力与基础优势，而镇村布局规划以乡村空间为载体，引导形成生态宜居的镇村体系，是乡村振兴的重要抓手，探讨发达地区镇村布局规划优化方法具有重要理论价值与现实意义。本文聚焦发达地区乡村特点，对传统镇村布局规划存在的诸多问题进行审视，认为新时期发达地区镇村布局规划优化应重点从规划编制思维、空间优化路径、建设管理措施三方面进行探索，并以江苏省南京市江宁区为例，从强化底线管控与多规协同、优化城乡共融的全域都市田园乡村新格局、细化适应发达地区乡村特征的建设管理措施等方面提出发达地区镇村布局优化路径。

Abstract: Rural areas in developed region have the external thrust and basic advantages to take the lead in basically realizing agricultural and rural modernization and rural revitalization.The town and village layout planning takes rural space as the carrier to guide the formation of an ecological and livable town and village system, which is an important lever for rural revitalization. It is of great theoretical value and practical significance to discuss the optimization method of town and village layout planning in developed region. This paper focuses on the characteristics of rural areas in developed region and examines many problems of previous town and village layout planning. It is concluded that the optimization method of town and village layout planning for developed region in the new period should focus on three aspects: planning thinking, space optimization path, and construction management measures. Taking Jiangning District of Jiangsu Nanjing as an example, this paper puts forward the path of optimizing the layout of town and village in developed region from the aspects of strengthening the bottom line management and control and multi-planning coordination, optimizing the new pattern of urban and rural integration, and refining the construction and management measures adapted to the rural characteristics of developed areas.
