Abstract:
Comprehensive land consolidation is an important platform to support rural revitalization and high-quality development. At present, comprehensive land consolidation is more practical, and systematic research on comprehensive land consolidation system based on theoretical support is relatively lacking. The methods employed include literature review and inductive deduction. This paper systematically combed the development characteristics, connotation characteristics, basic theories, and main practices of the pilot project of comprehensive land consolidation in typical provinces of China, summarized the basic characteristics of comprehensive land consolidation covering administrative, engineering, economic, and social aspects, and concluded the relevant basic theories. The framework of land regulation system based on 'legal support-planning and overall planning-project management-index trading-rights and interests protection' was proposed, providing research ideas for the innovation of the comprehensive land consolidation system.
