Abstract:
Urban renewal in China has been elevated to a national strategy, and it is also developing sustainably. Currently, different cities are actively carrying out urban renewal by improving the policy system and promoting the key projects. Jinan City in Shandong Provice is also building an urban renewal mechanism that meets its own needs and proposing a '1+4+N' renewal resource system. It has completed a number of characteristic projects. However, Jinan faces challenges such as weak regional coordination, a lack of protection for non-statutory resources, insufficient funds, and low levels of public participation. There is a need to publish urban renewal guidelines, strengthen the top-down policy, and improve the renewal process and methods. From a theoretical perspective, this study explores the core values of sustainable urban renewal in four aspects: public welfare, culture, economy, and society. In accordance with the requirements of core values, and combined with the experience and practices of other cities, this study formulates the basic framework and core content of the Jinan urban renewal guideline.
